You can dfree photoshop windows xpownload the trial from adobe.com. However, you might want to take a look at Gimp first. Gimp is free and legal, and can do a lot of the same things as Photoshop. It's available at gimp.org.
BBJoe gets my vote, G.I.M.P. is great! and free, as in Free speech.
OldVersion has always been a fave site of mine also.
I believe i might of heard maybe somewere by someone one time that its on limewfree photoshop windows xpire for sure probably maybe for free, but thats illegal.
